He is the evil who uses the chemical weapons and others which are toxic for murder. Fu Manchu may represent the Yellow Peril, to show the stereotype of Chinese by the white. 

  All the actors of Fu Manchu in films are white because Asian actors have lower status comparing to the westerns. Though the Asian actors are much suit to play the role, they seldom have the chance to be the main character.
